Who's kidding who about school performance? It is obvious
that rural schools are at least 5 times better than Lancaster or
Douglas County in graduating pupils as compared to "dropping them
out". Sure, it can look "less expensive" when you simply make the
difficult to educate pupils " disappear" via drop-out.
